Supporting Michigan ELs with WIDA-Correlated Programs
English learners (ELs) are one of the fastest-growing K–12 student populations nationwide according to the National Center for Education Statistics (NCES). In Michigan, the EL population represents 5.8 percent of students, and as such, it is crucial that Michigan educators reach this expanding group.
The combination of an increasing EL population and more rigorous Every Student Succeeds Act (ESSA) accountability expectations that require all states to set goals for EL progress toward English-language proficiency feeds directly into how Michigan is defining support for this subgroup of learners today.
Understand Michigan Measurement of EL Performance and Growth
In addition to compliance with the ESSA’s accountability regulations regarding ELs, English-language proficiency (ELP) is an important aspect of Michigan’s existing Top 10 in 10 Years initiative to become a leader in education and transparency. Since 2013, Michigan students have been screened for EL identification using one of the WIDATM Consortium’s assessments. Once students are identified as ELs, they are given the WIDA ACCESS for ELLs 2.0® tests annually until they score highly enough to be reclassified as English proficient. The test is designed to measure students’ social and academic English-language proficiency, as well as the language associated with subjects like language arts, mathematics, science, and social studies within the school context.
Michigan has defined the EL student progress attainment target as a 4.5 composite proficiency level based on the ACCESS for ELLs 2.0 assessment. The number of years each student is allotted to achieve this proficiency score will be based on his or her proficiency level at the time of initial assessment, with interim scale score targets set accordingly. Depending on their initial score, students will be expected to reach the 4.5 proficiency level in three to six years. Additionally, by the end of the 2024–25 school year, Michigan’s target is to have 60 percent of ELs achieve proficiency in reading/language arts, and 47.55 percent achieve proficiency in math.

After an initial placement test, students are directed to individual lesson paths featuring meaningful curriculum selected to help accelerate learning. Each lesson contains activities, vocabulary, and reading selections to help students build academic vocabulary and to support English-language proficiency.
